General average is not a fine and it is not a normal damage claim. It is a shared bill for an extraordinary sacrifice or expense that saved the ship and cargo together. Your contribution is based on the value of the property saved, not on the size of the casualty, and it can be demanded even when your own cargo is undamaged. The number is produced by an average adjuster under the York-Antwerp Rules named in your bill of lading. You can check the adjustment before you pay: ask for the contributory values, the allowances, and the rule basis behind each line.
The Three Numbers Behind Every GA Adjustment
Every general average adjustment rests on three numbers. The first is the total amount of general average allowances: the sacrifices and expenditures that qualify. The second is the contributory value of each interest that was saved: the ship, the cargo, and the freight at risk. The third is each party’s percentage, which is its contributory value divided by the total contributory values.
The formula looks simple. The hard part is what goes into each number. A cargo owner’s contribution is not a share of the shipowner’s loss based on the invoice value of the goods. It is a share based on the cargo’s contributory value at the end of the adventure, adjusted for freight and charges that were not at risk. Two containers with the same invoice value can have different contributory values if one is delivered to a high-cost destination and the other is sold at the port of discharge. The same distinction matters when you compare carrier liability with cargo insurance: the general average contribution is not the same claim as physical damage.
Ask the adjuster for the worksheet behind the percentages. You want to see the total allowances, the contributory value for the ship, the contributory value for each cargo interest, and the arithmetic that turns those values into the demand you received. A one-page summary is not enough to check the number.
What Counts as a GA Allowance
The York-Antwerp Rules define general average as an extraordinary sacrifice or expenditure intentionally and reasonably made for the common safety of the ship and cargo. The test has three parts. Was the act extraordinary, meaning outside the normal cost of running the voyage? Was it intentional, rather than an accident? Was it reasonable in the circumstances?
Common examples include jettisoning cargo to lighten a grounded vessel, engaging a salvage tug, diverting to a port of refuge for repairs, fighting a fire, and temporary repairs needed to complete the voyage. The Comite Maritime International publishes the current York-Antwerp Rules, including the 2016 version. The rules are incorporated into the bill of lading or charterparty, so the version named in your contract matters.

Not every expense after a casualty is general average. Ordinary operating costs are excluded: crew wages and maintenance at a normal port of call, ordinary fuel, routine port charges, and expenses incurred for the shipowner’s own benefit. The adjuster should show a rule reference and supporting invoice for each allowance. If a line is described only as “casualty expenses,” ask which rule makes it allowable.
Two categories often cause disputes. Substituted expenses are costs incurred to avoid a larger general average expense; they may be allowed only up to the amount saved. Interest is allowed on general average disbursements, but the rate and period depend on the rules and the adjustment. Both should be visible as separate lines, not folded into a lump sum. The CMI general average guidelines explain the adjustment framework in more detail.
How Cargo’s Contributory Value Is Built
For cargo, the starting point is usually the sound value at the destination at the time of discharge. That is not always the invoice value. The invoice is evidence of the transaction, but the adjustment may use the market value at destination, the cost of replacement, or another basis allowed by the rules. Freight and charges that were not at risk are deducted. The amount made good for cargo that was sacrificed is added back.
The made-good mechanism surprises many shippers. If your cargo was jettisoned to save the voyage, you are compensated for the sacrificed cargo, but you also contribute on the amount made good. The logic is that you received the benefit of the sacrifice, and the contribution is calculated on the value of the interest that was saved. The result can be a contribution demand even though your cargo is at the bottom of the sea.
Damaged cargo needs two separate analyses. Its contributory value may be lower because it arrived damaged, but that does not automatically settle the damage claim against the carrier or insurer. The general average contribution and the particular average claim are different buckets. Ask the adjuster how the cargo’s value was reduced and whether the reduction is consistent with the survey.

Reading the Adjuster’s Statement Line by Line
A proper statement of adjustment should include the casualty narrative, the general average allowances, the contributory values, the apportionment, the interest calculation, and the adjuster’s fees. Read it in that order. The narrative tells you what happened and which rule the adjuster applied. The allowances show what is being shared. The contributory values show who pays. The apportionment shows the percentages. The interest and fee lines show the cost of the process itself.
Check each allowance against four questions. Does it have a rule reference? Is there a supporting invoice or survey? Is it extraordinary, or is it an ordinary voyage cost? Is it duplicated elsewhere in the statement? A salvage payment and a port-of-refuge expense can both be legitimate, but the same tug invoice should not appear twice. A temporary repair can be allowable, but a permanent repair that improves the ship may not be.
Check the values against the shipment documents. The destination and the valuation date should match the adventure. Freight should not be counted twice. Charges that were already paid by the cargo interest should not be deducted again. If the adjuster used a market value, ask for the source and the date. If the cargo was sold before arrival, the sale contract may be relevant, but it is not automatically the contributory value.

Do not refuse to provide security just because you think the shipowner was at fault. The carrier may hold the cargo until security is provided, and the delay can cost more than the contribution. Provide the security under protest, preserve your rights, and dispute the adjustment through the proper forum. A general average bond or guarantee is not an admission that the adjustment is correct.
The carrier or its agent will usually ask for security before releasing the cargo. The three common forms are a general average bond signed by the cargo interest, an insurer’s guarantee, and a cash deposit. If the cargo is insured, notify the insurer immediately; the insurer may issue the guarantee and handle the adjustment. If the cargo is uninsured, the bond or cash deposit may be the only way to get release.
Read the security wording before you sign. The amount should be tied to the estimated contribution, not an open-ended figure. The document should name the adjuster, the governing rules, the jurisdiction, and the expiry or release mechanism. Ask whether the security covers only the general average contribution or also salvage and other claims. A broad guarantee can expose you to more than the adjustment you are disputing.
Keep a copy of everything you sign and every payment you make. If the adjustment is later reduced, you need the paper trail to recover the difference. If the carrier demands a cash deposit, ask where it will be held and who controls the release. Do not pay a deposit to a personal account or an unrelated company.
When to Challenge the Adjustment
Challenge the adjustment when the math does not add up, when an ordinary expense is included, when the same cost appears twice, when the contributory value uses the wrong date or destination, when the interest calculation is wrong, or when the evidence points to the shipowner’s fault. A challenge is not a refusal to pay; it is a request for correction supported by documents.
Before you pay, ask for four documents: the statement of adjustment, the contributory value worksheet, a rule-by-rule schedule of every allowance with its supporting invoice, and the security wording. Then check one thing: whether the total allowances plus the contributory values produce the percentage you were asked to pay. If the worksheet is missing or the percentages cannot be reproduced, do not release the funds until the adjuster explains the gap in writing.
